Our Goals


PACT is a community coalition empowering youth to make healthy and safe life choices.


PACT strives to promote a protective and nurturing environment in which teens make meaningful connections and allowing them to thrive. The PACT Coalition is made up of all sectors in the community, including businesses, schools, faith-based organizations, local government, law enforcement, healthcare professionals, civic / volunteer organizations, youth, parents, youth-serving organizations, media, and prevention experts exemplifying the need for everyone to be involved in support of our youth.


For 20 years, PACT has increased the community’s capacity to identify and address underage substance use and the ability of youth to make healthy decisions as a collective responsibility Pelham partners work together to reduce risk factors and increase protective factors as a evidence-based approach for prevention. The youth themselves develop into powerful leaders while either planning events, organizing training, or conducting meaningful social action. Our results are significant. Between 2007 and 2015, Pelham has experienced a 60% decrease in 8th grade drinking, a 35% decrease in 10th grade drinking, and a 5% decrease in 12th grade drinking. In addition, Pelham youth show a 74% decrease in 8th grade marijuana use and a 36% decrease in 10th grade marijuana use. However, there is still work to be done, particularly among our seniors. In this same period, there was a 23% increase in 12th graders who drink and a sharp decline in the number of 10th and 12th graders who perceive the use of marijuana as being harmful.

Top 5 Priorities of 2017

  • Support and engage parents, youth, and partners to encourage youth to make healthy, safe, and substance-free choices
  • Launch and sustain a Youth Leadership Council, led by PACT’s Youth Advocate, to provide year-round opportunities for local teens
  • Foster parental engagement and conversation to increase family connectedness and reduce youth substance use
  • Serve as local prevention expert in the community, through the promotion of positive and healthy behaviors in youth
  • Assess community needs and evaluate impact to increase the coalition’s effectiveness
